New York State Outlines Strategy for 5 GW of New Nuclear Capacity
Albany policymakers are advancing plans for 5 gigawatts of nuclear generation to secure round-the-clock emissions-free power.

Five years following the permanent closure of the Indian Point facility's final operational reactor, New York State leadership is re-evaluating the role of nuclear power. Officials in Albany are increasingly emphasizing the value of continuous electricity generation that functions without relying on fossil fuels. This strategic pivot reflects a heightened focus on reliable, carbon-free baseload energy within the state's power network.
Governor Kathy Hochul has proposed a target to develop 5 gigawatts of new nuclear capacity across the state. The policy objective is aimed at expanding clean, continuous power supplies to meet future electricity requirements. Achieving this 5 GW threshold would mark a major expansion in regional emissions-free generation assets.
The proposed expansion divides the planned capacity into separate operational tracks. Under the plan, at least 1 gigawatt will be developed directly by the New York Power Authority, the state's publicly owned utility. The remaining 4 gigawatts of the overall target are structured under a separate development initiative.
State authorities have not yet announced a formal selection regarding the specific nuclear technologies to be constructed. Large-scale reactor platforms remain prominent among the prospective options under review. The Westinghouse AP1000 reactor has been identified as one of the primary large-scale candidates for the upcoming buildout.
In addition to conventional large-scale reactors, smaller modular units are also being evaluated for potential deployment. The 300-megawatt BWRX-300 system developed by GE Vernova Hitachi is considered a leading small-scale design candidate. Formal technical determinations and project allocations across the 5 GW program await official confirmation.
